In 2024, PCV’s mission was more urgent—and more effective—than ever. We deployed $12.3 million in restorative capital (a 21% year-over-year increase), retained or created 1,144 good jobs, and delivered 8,000 hours of pro bono business advising. Critically, 93% of clients reported that our support helped sustain their business, up from 77% the year prior. Our place-based strategies, including the Oakland Restorative Loan Fund 2.0, demonstrated how flexible capital paired with trusted local partnerships creates measurable impact. With 87% of our capital reaching underestimated entrepreneurs, 80% reaching low-to-moderate income communities, and 71% deployed in climate-vulnerable areas, we’re proving that good jobs and sustainable economic growth can scale—when investment is intentional and community-rooted.

In 2024, PCV clients saw real results: 93% reported that our support helped sustain operations, and half reported profitability. Our Good Jobs Rebate Program supported 342 small business owners who upgraded wages, benefits, and job quality. With a median wage increase to $24/hour, and 75% of businesses adopting multiple good jobs dimensions, PCV is helping small businesses and the communities they call home not just survive—but thrive. With 79% of climate loans reaching LMI communities, we’re demonstrating how targeted capital can advance both environmental resilience and economic opportunity.

PCV is ensuring small businesses are not just beneficiaries of change—but architects of it. In 2024, we advanced systems-level impact by advocating for the modernization of CDFI programs alongside national coalitions. We leveraged tools to surface real-time worker voice data and inform job quality improvements at scale. Through our Good Jobs Community of Practice, we empowered small and mid-sized businesses to adopt measurable job quality indicators and share solutions through peer learning. As a trusted research partner and field leader, PCV is shaping the policy and capital ecosystems that unlock inclusive growth—ensuring that small business owners, workers, and the communities they call home are positioned to thrive.

A catalytic $7M unrestricted gift from Mackenzie Scott’s Yield Giving provided fuel to scale what works. With 80% of capital reaching low-to-moderate income communities, 87% reaching underestimated entrepreneurs, and strong client-reported outcomes, PCV is delivering on the promise of impact.
