Ksenia E. Shadrina
Senior Policy Advisor
Ksenia E. Shadrina is an applied economist and policy strategist with 15+ years of experience across the public and private sectors. Ksenia joined PCV in June 2025 in an advisory role to support policy research and writing, as the organization embarks upon an exciting chapter of innovation and scale. Most recently, she served as a Senior Policy Advisor at the U.S. Department of the Treasury, where she analyzed the impact of community finance and capital access programs on underserved communities and entrepreneurs.
Her previous roles include Senior Managing Director for Public Policy at Lendistry, a national CDFI, Senior Staff on the U.S. House Select Committee on Economic Disparity and Fairness in Growth, and performance and program evaluation lead at the U.S. Economic Development Administration (EDA). While at EDA, she also represented the U.S. as a delegate to the Organization for Economic Cooperation and Development and traveled across the country to assess the impact of federal investments and learn firsthand from local leaders about the challenges and opportunities facing communities nationwide.
She holds an MSc in Development from the London School of Economics and Political Science, an MS in Applied Economics from George Washington University, and a BA in Economics and French from UC Davis. Ksenia is passionate about finding ways to harness data, coalition building, and policy innovation to build more inclusive, sustainable, and resilient local economies. In her free time, she enjoys hiking, reading, going to concerts, and traveling.
