Director, Research & Consulting
Dr. Marcy McCullaugh is a Director in PCV’s impact investing research and consulting practice. Marcy advises PCV’s diverse client base, which includes foundations, pension funds, community development finance institutions (CDFIs) and asset managers, on how to effectively deploy capital and manage investments in alignment with their financial and social and environmental impact objectives. Marcy and her team help clients achieve these objectives through impact strategy development, measurement, management, evaluation, training and research. In addition, Marcy leads PCV’s field-building research projects that help scale and improve the efficacy of the impact investing field.
Prior to joining PCV, Marcy spent six years on Chevron Corporation’s corporate responsibility and public policy team. Marcy led research and analysis for senior leadership on high risk environmental, social and governance (ESG) topics, led the company’s ESG reporting efforts, and developed processes and strategies for action and engagement on emerging ESG trends and sustainability issues. Prior to joining Chevron, Marcy researched and wrote a doctoral dissertation on health, education and social welfare spending and outcomes in resource-rich post-Soviet states.
Marcy holds a Ph.D. in political science from the University of California, Berkeley, an M.A. in Russian and Eurasian Studies from Harvard University, and a B.A. in English Literature and Russian from Swarthmore College.
