With our ambitious 2030 strategy, we are adding systems, processes, partnerships, and software to not only reach underserved entrepreneurs more effectively – and manage the outcomes and impact of our work more efficiently – but also strengthen the CDFI ecosystem to rapidly accelerate good job creation and community resilience with an ethical AI approach. Are you an experienced researcher who is passionate about studying the economic drivers of upward mobility, wealth-building, and the transformative strategies small business entrepreneurs can implement in their communities? Are you adept at handling qualitative and quantitative data, comfortable working directly in communities, skilled at using culturally aware participatory methods to collect feedback, lived experience, and wisdom of the people we serve? Why You’re Needed
The role of the Good Jobs Innovation Lab is central to supporting the ongoing development of evidence-based recommendations for small businesses, as they strive to grow and sustain their businesses and invest in their workforce and local economies. In this role, you will ensure that the research produced by the Good Jobs Innovation Lab is rigorous, cutting-edge, accessible, and, most importantly, applicable in the context of underserved communities. This role will also require supervising a team of researchers and working across PCV, such as the Business Advising team, to ensure that the Lab’s research products and findings are streamlined through PCV’s integrated model.

Key Duties and Responsibilities:

  • Own and drive the research agenda for the Good Jobs Innovation Lab
    • Collaborate closely with the CEO and Chief Data Officer to create and facilitate a unique and bold research agenda, building on PCV’s long-running national expertise on good jobs for small businesses, and based on PCV’s data capabilities, internal knowledge of gaps in the CDFI ecosystem, stakeholder input, and staff capacity.
    • Oversee the end-to-end management of research studies that collect feedback from PCV’s most important stakeholders: small business entrepreneurs, their workers, and community members who reside in underserved areas.
    • Direct study design, sampling, survey tool creation, methodological considerations, logistics, facilitation, and partnerships with third party teams when necessary.
    • Serve as the primary author on the Lab’s research reports covering timely issues in small business entrepreneurship, closing the wealth gap, and creating good jobs as a critical lever for economic mobility in underserved communities.
    • Publish high-quality, concise research and data stories that advance the use and understanding of data in the CDFI and economic mobility space (on-time and on-budget, estimated quarterly).
    • Lead the cross-team research effort for the creation of PCV’s annual impact report.
    • Spearhead data collection, cleaning, coding, analytics, hypothesis testing, visualization, and the building of compelling narrative arcs to frame findings, in collaboration with the Data Hub team.
    • Collaborate with, or directly supervise, data scientists, data engineers, and/or research analysts to rigorously analyze data and explore lines of inquiry from multiple angles to unearth non-obvious insights and advance our collective understanding of economic mobility.
    • Deploy expertise in qualitative coding, theory, inductive reasoning, topic identification, and develop linkages and explanations between PCV’s interventions, small business performance, and job quality outcomes.
  • Partnership with the Radiant Data Hub on AI-assisted earned revenue engagements, and research papers
    • Serve as lead researcher and/or liaison to the Radiant Data Hub’s client organizations as they initiate their own research studies, impact assessments, or field-based evaluations.
    • Support the Hub’s continued development of AIKKA, an AI-enabled smartphone tool used to collect voice feedback from survey respondents across a wide variety of different languages. Work closely with Hub’s data scientists and ML/AI engineers to review AIKKA coded outputs, training parameters, and evaluations and offer guidance on optimizing its outcomes.
    • Work closely with both the Hub and client teams to ensure best practices are followed in research design, analytics, and support the development of strong narrative arcs for communication of insights.
    • When needed, serve as the project lead on research-intensive client engagements.
  • Development of robust earned and contributed revenue channels
    • Source and direct fee-for-service partnerships with mission-driven organizations to co-develop research studies and initiatives that center PCV’s issue areas such as small business entrepreneurship, community development, economic mobility, and good jobs.
    • Build strong relationships with foundations and academic institutions to secure grants that support PCV’s research and publication agenda each year.
    • Support the CEO, CDO, program and fundraising teams in gathering relevant data points and collateral to support cases for funding.
  • Internal R&D to support Good Jobs Innovation
    • Bring insights from research, annual impact survey, etc. to internal and cross-team conversations with PCV’s small business lending, climate, and business advising teams to foster feedback loops, ensure improved product and service design and delivery in service of improved good jobs outcomes for clients.
    • Track Good Jobs employers in PCV’s lending client portfolio long-term for economic mobility, wealth building outcomes and customer journeys, case studies
    • Support PCV staff to deepening high-impact strategic or place-based partnerships with underserved communities and aligned organizations
    • Own and monitor PCV 2030 impact outcomes and theory of change.
  • Thought leadership
    • Lead the creation of collateral – in multiple media – by partnering with other teams at PCV such as Lending, Business Advising, MarComms, and the Radiant Data Hub to spotlight interesting insights that can enhance other products and services and increase PCV’s reach and impact.
    • Present research findings at conferences, academic gatherings, and industry convenings and elevate PCV’s reputation for rigorous research.

  • Masters required/PhD preferred in economics, statistics, or similar social science discipline with demonstrated strong quantitative and qualitative research, writing, report-publishing, and presentation skills.
  • 8+ years of relevant professional experience in research, preferably with demonstrated comfort working in the field and community development
  • Professional experience in management consulting, strategy consulting, and/or public policy a plus
  • Has led teams and managed people in the last 5 years, with minimum of 2-3 years’ experience providing career-advancing, writing, and revenue raising mentorship to direct reports
  • Familiar with MS Office Suite with a strong aptitude for learning new software programs and client-facing AI/ML applications quickly
  • Considers project management a “superpower”: demonstrated ability to manage various staff, skills levels, ambitious timelines, and numerous dependencies to keep projects, deliverables, and commitments on track and on budget
  • Experience building relationships and designing persuasive proposals that convert effectively into advisory revenue, including articulating the business case and strategic alignment with all parties’ organizational missions
  • Proven experience and track record with fundraising – grants or earned revenue- in support of the underserved clients and communities PCV serves
  • Strong verbal and written communicator who pays close attention to detail and is able to tailor style to suit a diverse set of stakeholders
  • Flexibility and comfort with a mission-driven environment, and a small and growing organization
  • Fast learner, who demonstrates humility, openness, transparency, empathy, etc., as consistent with PCV values

This is a hybrid position requiring occasional business travel to PCV’s headquarters in Oakland, team retreats, and conferences throughout California and nationwide. Additional travel may be required based on business needs.
