Anthony D. Williams

Anthony D. Williams serves as Chief Lending Officer at Pacific Community Ventures, where he leads the organization’s lending, climate, and business advising programs, as efforts to expand access to affordable capital for underserved small businesses. He brings more than 20 years of experience across community finance, impact investing, small business lending, economic development, and organizational leadership. 

Prior to joining PCV, Anthony held senior leadership roles at mission-driven financial institutions, impact investment organizations, and regional economic development organizations. Most recently, he served as Market President of AltCap Texas, a regional Community Development Financial Institution (CDFI), and as Managing Director of Equity², an impact investment firm. In these roles, he developed lending and investment strategies, built loan portfolios, and directed capital to underserved businesses. His advisory work has included organizations ranging from Fortune 500 companies to small businesses, with a focus on strategic planning, operations, and capital formation. Across these engagements, he has raised more than $115 million in growth capital and led more than $40 million in debt restructuring across multiple states. 

Anthony’s leadership experience also includes executive roles in economic development and education. As President and CEO of a four-state regional business development council, he expanded corporate membership to more than 80 organizations and supported the annual certification of more than 400 small businesses within an ecosystem generating more than $10 billion in annual economic activity. As Board President of KIPP Endeavor Academy, he led an organizational turnaround that resulted in the school’s removal from state probation, increased private funding from $225,000 to $400,000, and grew enrollment by 50 percent. 

His work has centered on the relationship between capital access, organizational performance, and economic mobility. He currently serves on the board of Central City Economic Development (CCED), a sales tax district that has deployed nearly $90 million in catalytic capital for housing, small business development, and neighborhood revitalization in historically underinvested communities. 

Anthony holds an Executive MBA from Rockhurst University and a Bachelor of Science in Management from Baker University.
